Vegetable Momos

Instructions
- In a large bowl, combine the all-purpose flour and water, kneading until you have a smooth, pliable dough. Cover with a damp cloth and let it rest for 15 minutes.
- Meanwhile, in another bowl, mix together the chopped cabbage, grated carrots, green onions, minced ginger, minced garlic, soy sauce, sesame oil, salt, and black pepper until well combined.
- Divide the rested dough into small portions. Roll each portion into a thin circle, about 3 inches in diameter.
- Spoon a generous amount of the vegetable filling into the center of each dough circle.
- Fold the edges of the dough circle over the filling to form a half-moon shape. Pinch the edges firmly to seal the momo completely. Repeat this process with the remaining dough and filling.
- Prepare a steamer basket lined with parchment paper or lightly greased. Arrange the momos in the basket, leaving space between them.
- Steam the momos for about 15-20 minutes, or until the dough is cooked and slightly translucent, and the filling is tender.
- Serve the steamed momos hot with your choice of dipping sauce.
